Proving ROI on Training: Why Completion Metrics Aren't Enough
High rates of training completion across the business does not automatically prove capability. I understand the motivation to make completion the strategy - it's a number that always increases and is easy to point to when discussing successes in your quarterly business review. But, if a year down the line, your workforce does not have the promised knowledge and skills that secured the training budget to begin with, you will have some difficult questions to answer.
Here's a simple framework you can follow to fill the gaps a completion metric alone leaves:

Fact: Employee Training Does Not Equal Impact
LinkedIn's 2026 Talent Report found that 88% of organisations are concerned about retention, and that their main strategy for combatting attrition is to provide more learning opportunities. However, TalentLMS's 2026 Annual L&D Benchmark Report found that employee satisfaction with training climbed to 84%, while business impact metrics were used by just 37% of the HR managers surveyed.
Yes, upskilling is great for workforce morale and retention, but this should come with measurable business results that are widely understood and championed.

Going Beyond Completion When Proving ROI on L&D
The clearest example in the UK right now is cyber training, with the gap between activity and capability being repeatedly highlighted in government reports. Australia's latest Annual Cyber Threat Report found that email compromises - or phishing attempts - are the most commonly reported cyber threat by businesses. As phishing is an attack on individual workers, the most common preventative action businesses took after a breach was additional staff training. Inside most of those organisations sat a compliance dashboard showing the annual awareness module at full completion. The module was completed, but the capability was never measured - and the gap between these two components is likely the cause of the incident.
Swap the domain and the same logic holds for a cloud migration or project delivery methodology and the result is the same. Completion tells you the content was consumed, not necessarily the capability gained.
How to Measure Capability to Prove Training Impact
These four steps are the key to measuring, proving and presenting improved staff capability and ROI:
- Run a proper skills gap analysis before you spend: A skills baseline against role requirements turns "we should do training" into "these 14 Software Engineers are two certifications short of what the contract requires". It also creates your before picture, which is the half of the evidence it takes to prove ROI.
- Set role-based targets with clear deadlines: Vague targets like "improve digital skills" do not produce the skill set your business needs. Analyse how each department can help reach your goals and assign modules and certifications accordingly.
- Validate externally where it counts: For technical and delivery roles, certification by globally-recognised organisations is the cleanest evidence there is. A pass in CompTIA Security+, AWS Certified Solutions Architect or ITIL® 5 Foundation is dated, independent and impossible to inflate. An exam record aids audit and compliance in a way a completion log never will.
- Report progress to the people who own it: Per-learner visibility, handed to the managers whose teams are on pathways, is what turns a learning programme into a managed one. Momentum lives with the line manager, so give them the data.
