Delivery Assurance for Government Programmes: PRINCE2, ITIL & PMI Mapped to Framework Obligations
This guide maps four certifications to the government's Project Delivery Capability Framework: PRINCE2 Foundation and Practitioner for governance, Managing Successful Programmes for programme-level delivery, PMI's PMP and CAPM for risk and benefits, and ITIL Foundation for the service transition clauses in GovS 002.

2025 to 2026 portfolio data shows 76% of the government's major projects rated amber or red for delivery confidence, and departments are pushing certification-backed delivery assurance onto the suppliers running programmes alongside them. GovS 002, the Government Functional Standard for Project Delivery, and its supporting Teal Book are explicitly written for "government supply partners," not just civil servants.

The real test comes next, in the "call-off" competitions where departments actually assess your delivery skills. And the bar for proving those skills has been raised twice in the past year, under a new standard that applies to you too.

What NISTA's Numbers Say About Delivery Confidence
NISTA's Major Projects Annual Report, published 13 July 2026, rated 58% of the 189 major projects it tracks amber and 18% red, worth £924.2 billion in whole-life cost. Fewer than one in six rated green. The government is watching its own delivery confidence closely enough to publish it, and it's starting to watch the workforce sitting behind that data too - including yours.
The Government Programme Delivery Standard Doing the Enforcing
GovS 002, version 2.1 (September 2025), added named accountable delivery roles and two new clauses on solution transition into live service. The Teal Book, its 39-chapter practical guide, says plainly it's meant for "everyone, including government supply partners." The department awarding your next call-off works to this guide, and expects your delivery team to be fluent in it, not improvising from a different methodology.

The government's own Project Delivery Capability Framework scores 21 technical and 10 behavioural competencies, and these certifications map onto them directly. ITIL earns its place because a project that delivers a solution and then walks away leaves the receiving department holding something it isn't ready to run. That handover is exactly what GovS 002's new clauses target.
