Secure by Design for Public Services: The Cyber Skills Behind G-Cloud Delivery

Cyber Essentials proves you passed an audit once; Secure by Design demands continuous evidence of how your engineers actually build and run systems. This guide covers the Cabinet Office's ten principles, the skills gap behind them, and the certification pathways suppliers need to close it.

If you're chasing a G-Cloud 15 contract, don't stop at Cyber Essentials - it's not the bar anymore, it's just the entry ticket. G-Cloud 15 requires Cyber Essentials for every lot, and Cyber Essentials Plus if you're hosting anything in the cloud. The award is expected 17 September.

But that's just the floor. Above it sit the Cabinet Office's 10 "Secure by Design" principles. A department can only prove it's secure if the supplier building its service can prove the same.

Here's the problem: after weeks of talking to CTOs and CISOs waiting on this award, I've found almost everyone has Cyber Essentials sorted and almost nobody has picked up that it was never the real bar. Cyber Essentials is a certificate: you pass an audit once, file it away, done. Secure by Design isn't that. It's an ongoing claim about how your engineers actually build and run things.

The Cyber Skills Secure by Design Demands 

The Cabinet Office's ten Secure by Design principles cover threat modelling, secure architecture, detect-and-respond, continuous assurance and secure change management. Most bids I review answer this with a Cyber Essentials certificate and a paragraph about "a strong security culture": that covers about one and a half of the ten. The other eight and a half are where evaluators now probe. 

 

The Rising Standard for Public Sector Cyber Skills

G-Cloud 15 raised the compliance floor. Cyber Essentials is now mandatory across every lot, Cyber Essentials Plus for the cloud hosting lots, and any subcontractor handling personal or OFFICIAL data needs a certificate too.

The Government's Cyber Action Plan raised the bar again. Published by DSIT in January 2026 with £210 million behind it, it admits the 2030 resilience target won't be met without "a radical shift in approach." That machinery trains civil servants, not your delivery team. And it lands on a workforce with a real gap: DSIT's own labour-market report found 49% of UK businesses report a basic cyber skills gap, 30% an advanced one, exactly where threat modelling and detect-and-respond sit.
