Microsoft reported 30 million paid Microsoft 365 Copilot seats in its Q4 FY26 earnings on 29 July, up 50% on the quarter before. But, getting budget for the licences is often the easy part: the difficulty comes in selling the case for further training to leadership.

The Four Skill Groups a Copilot Rollout Depends On 

Microsoft Copilot readiness means building four capabilities before rollout, or at the latest alongside the pilot: prompt and AI fluency for every licensed user, admin capability to configure and manage Copilot inside the Microsoft 365 tenant, security and data-governance skills to control what Copilot can reach, and a way to measure whether any of it is working.

If you buy the licences first and build the skills later, you'll likely get this outcome: a spike of curiosity in week one, flat usage by month three, and a renewal conversation nobody enjoys. Microsoft's own research says bridging this gap is largely due to internal procedures and culture, with their 2026 Work Trend Index finding that organisational factors, culture, manager support and talent practices, account for 67% of the reported impact from AI at work. Individual mindset and behaviour explain just 32%, illustrating how good business planning can help guarantee a successful rollout and outcomes.

True AI readiness requires a capability map, not merely a licence order. Here's the one I'd put against a Copilot business case before signing it:

Each group mitigates against a different failure: users without prompt skills produce inferior work, admins without deployment skills leave features half-configured, governance gaps surface as oversharing incidents, and unprepared managers set the wrong standard. 

 

Why These Skills Matter for Copilot Rollout

These skills matter because the unit economics of Microsoft Copilot are brutally simple: it's priced per seat per month, so your business loses money for every licensed person who doesn't use it properly. 

  • Prompt engineering: The difference between a trained and untrained user shows from the first use. Untrained users type a search query, get a mediocre paragraph, and conclude the tool is overhyped. Trained users iterate, give the model context and constraints, and check the output before it travels. 
  • Copilot administration: Having at least one administrator receive Microsoft certification training, such as AB-900 (Copilot Admin), is one the cheapest risk reductions available. It's far more logical to prepare them for potential roadblocks rather than learning live in production. 
  • Cyber and information security: Copilot follows existing Microsoft 365 permissions, including incorrectly shared files and stale groups. As a result, cybersecurity certifications like SC-900 (Purview) are crucial for rollout. Notably, the UK Government's Cyber Security Breaches Survey 2025/26 found that although 31% of businesses are using, adopting or considering AI, only 24% have cyber risk management practices that cover it. 
  • Lead implementation and manage overall use: The latest data from Microsoft found that only 13% of employers reward reinventing work with AI. Setting clear benchmarks for seat activations, prompt counts, and output verification helps leaders and junior staff alike to grow their capability and be held accountable for it. 

Skip prompt engineering, administration training or security groundwork, and Copilot becomes an expensive line item nobody uses well. Invest in all four, and license spend converts into faster output, fewer permission leaks, and a workforce that actually reinvents how it works, turning per-seat cost into measurable return.
